Active listening can be improved by testing yourself.

Problem section: The definition of problem should be in a way that seem relevant to the readers. This can happen when the reader has asked to submit the proposal. In such situation, the primary purpose is to show that you thoroughly understand readers need. Other case can be when the aid of explicit statement from readers to help for formulation of problemsuch things happen when the proposal is proposed on you own initiation without being asked by someone to submit it.
