World Bank Invites Proposals for SMS Software Services

Press Release: The World Bank Invites Proposals for the Provision of SMS Software Services to Improve Information and Communication for Better School-Service Delivery in Government Schools in Sindh.

To gauge the potential for large-scale implementation of SMS services in the Sindh Education Sector Reform Program, the World Bank is seeking a competent firm based in Pakistan to assist immediately with a pilot initiative on a sample of schools. The goal is to improve two-way information and communication between the Government of Sindh and other stakeholders in the reform program, thereby further improving school-level service delivery through better knowledge, strengthened accountability, and more proactive engagement.


The World Bank invites proposals from qualified firms with relevant SMS-related software capabilities. The hiring will follow the Quality- and Cost-Based Selection (QCBS) process of the World Bank to ensure competitiveness. The selected firm should be a registered firm operating under regulations of the Government of Pakistan, and be qualified on the key selection criteria listed below:
