I think the soft tech is standing at ad hawk.That is it is not following any rules and methods or processes in the development of their projects. As mentioned that the project could not be completed with in the dead line due to the
resignation of the previous project manager. So it will take a lot of time and effort to new project manager to understand the nature and coninue the project as it was.
So in terms if CMM (capability maturirty model ) It is on the level 1. Which is initial level with no documention and defined processes.
