First of all we will have to verify the economy use for the particular projects because it is very important factor while running any project. We suppose that government have provided a 100 million for the schools, dispensary, union council library and construction of roads to Mr. Shiraz which was estimated cost and this cost was suggested by Mr. Shiraz but when the project was started these were granted to the ineligible company which were spending extra money so according to the auditor report this can be done before time and with less money if project were granted to the eligible company, moreover the material used for these project was available in the market with lesser price from the recognized company. If the material is purchased with reasonable price as compared to the market price and project is given to the top rated company then the government official claims are not correct.
Secondly the government official claim can be measured from the efficiency of the work done by the Mr. Shiraz. As we have discussed that if the projects are granted to the ineligible company then the project completion time will be increased and ultimately extra labor and machinery will be used which will increased the cost and effect the efficiency of the company. In this scenario government official can claim that the projects can be completed in time and cost can be less if projects complete on time, if the project is given to the good company then the government official can claim to the company about surplus amount and talk about the SLA’s and it depends on the management nomination from the Mr. Shiraz.
Thirdly the government official claim can be measured through the effectiveness of the projects on the public. If these roads are not in used for public and schools, dispensary and union council is not in approach for layman then this investment of the government is not acceptable and this is bad wisdom of Mr. Shiraz because if the traffic jam problem is another road but road constructed on other side are not a good wisdom and not a facility for the public. This should be discussed before the starting of the project and assessment of the effectiveness of the project with different point of views. In this regards government official are correct if above mentioned scenario is correct.
