Raid on illegal VOIP gateway exchanges by NR3C
THE Federal Investigation Agency (FIA) Cyber Crime Circle (NR3C) Lahore, on receipt of secret information through its source, conducted raids over the Illegal Gateway Exchanges at Faisal Town and Model Town Extension.

According to details shared by the FIA spokesperson, huge loss was being caused to the government exchequer by terminating International Voice Traffic through these illegal gateway exchanges on the said premises. The raids were conducted under the supervision of Sajid Akram Chaudhry, Deputy Director Cyber Crime Circle (NR3C) FIA Punjab Lahore, by two raiding parties, comprising Babar Sheheryar, Assistant Director, Ahmar Naeem Sindhu, Inspector, Rai Nasrullah, Inspector, Rana Shawaz Ahmed, Inspector, Zeeshan Afzal, Inspector, Irfan Babar Bhatti, Sub-Inspector, Muhammad Sohail Shahzad, ASI, Tahir Mehmood HC, Muhammad Saghir, FC, Asif Iqbal, Senior Investigator and Muhammad Usman, Hardware Engineer. Five illegal gateway exchanges in running condition in Faisal Town Lahore and five illegal gateway exchanges in running condition in Model Town Extension Lahore have been recovered and seized.

The accused parties were causing huge loss of 60 million rupees per year (approximately) to the government exchequer.

PTA denies ban on BlackBerry service for foreign missions
PTA Monday denied media reports that BlackBerry services for foreign diplomats in Pakistan have been banned.

PTA chairman Dr. Yasin denied any such ban. Yasin was quoted as saying that the services will be provided as normal, and that the government has not issued such directives in order to suspend the service.

“No service has been halted. The media reports are shocking for us,” he wondered.

Pakistani authorities have asked mobile telephone operators to stop BlackBerry services to foreign missions in the country amid concern about the security of the communications, industry sources said on Monday.

Two industry officials confirmed that the regulator, the Pakistan Telecommunication Authority (PTA), had asked them to stop all Blackberry services to foreign missions.

"I can confirm that PTA has asked us to stop all BlackBerry services to foreign embassies and high commissions," a senior official at a mobile company, who declined to be identified, told Reuters.

Another industry official at another mobile company also confirmed receiving the instructions.

"There are some other issues as well, mostly relating to BES (BlackBerry Enterprise Server), which we are trying to resolve in consultation with the PTA," he said.

A PTA spokesman was not available for comment.

Meanwhile, talking to a private news TV, Chairman PTA Dr. Yasin denied issuing any instruction to stop BB service to foreign missions, adding that all the companies have been ordered to carry on providing their services.

BlackBerry maker Research In Motion has been buffeted by demands for access to its encrypted data from several countries, including India and United Arab Emirates, worried by security and social mores.

Pakistani industry and government officials say that the government had never allowed BlackBerry services to foreign missions and inbound roamers when the services were launched in Pakistan in 2005.

The government also initially banned the more secure BlackBerry Enterprise Server (BES) services in Pakistan.

BES allows users to send and receive secure email and messages, which is difficult for governments to intercept and read.

However, the instructions have since been flouted by all five Pakistani mobile operators. It was not clear why the government allowed them to do so or why it was acting now to enforce the restrictions.

An industry source said that the government had asked all operators in the country to enforce the restrictions.

"The most critical issue is the provision of BlackBerry services to the foreign embassies, missions and high commissions," said the source.

"Therefore, all the operators have agreed to close all BlackBerry connections provided to them by January 31," he said, adding discussions would be held with the PTA to gain more time on the provision of BES to local customers as well as BlackBerry services to incoming roamers.

If fully enforced, the restrictions would mean no BlackBerry services for many of the multinational companies and aid groups, who use the BES service rather than the Blackberry Internet Service, or BIS, which is much less secure.

Last year, India demanded access to all BlackBerry services as part of efforts to fight militancy and security threats over the Internet and through telephone communications.

Last week, RIM said there was no possibility of providing India access to corporate emails on BlackBerry devices.

250 Pakistani students to receive Cambridge awards
As many as 250 students would receive awards for exceptional performance in the University of Cambridge International Examinations, including 53 who achieved highest marks in the world and 48 who attained the highest marks in Pakistan in a single subject.

Federal Minister for Education and Information Technology, Sardar Assef Ahmed Ali has said that 100,000 youths will be given IT training every year. Addressing a seminar on “Importance of Education in 21st Century” at Al-Hamra Hall on Saturday (Jan-29-2011), he said that he had directed all the concerned departments to chalk-out a comprehensive plan for IT training of the youth, which is the future of Pakistan. The minister said that efforts were being put in order to spread the broad-band system in every nook and corner of the country while 3G Mobile Technology was also being introduced in Pakistan this year. Pakistani youth has great potential in the field of IT and Telecom Technology, he said and hoped that in the field of software, Pakistan would be among top ten countries in future.

 
Sardar Assef said, we will have to allocate five to six per cent of the GDP for education sector for achievement of Millennium Development Goals by 2015. However, the federal and provincial governments are under immense financial pressure due to huge spending on war against terrorism, which is eating the vitals of our country.

 
The minister said that elements, who don’t want Pakistan and Islam, are creating terror in the name of Islam, which always advocates peace, love, tolerance and fraternity. Our holy Prophet Hazrat Muhammad (Peace Be Upon Him) had established a peaceful society 1400 years ago, which is a role model of peace even today, he added.

 
The attackers of shrines of Hazrat Data Ganj Bukhsh (RA), Baba Farid (RA) and other saints, cannot be Muslim or civilized people, he asserted.

 
He stressed the need for forging unity among all segments of society to defeat terrorism and extremism once and for all.

 
Despite the challenges of terrorism, resettlement of IDPs, and the calamities of floods in the country, he said, the government was utilizing all available resources for the promotion of education including the technical and vocational training.

 
He said, the value of human resource had been ignored during military rules in Pakistan and the successive military dictators believed that population growth was the major factor hampering Pakistan’s development.
Sardar Assef cited that Japan had become one of the biggest industrial and technological advanced country despite losing two world wars as well as having no mineral resources.

 
The myth of Japan’s success was its focus on human resource, he added.

 
The Minister also appreciated the efforts and contribution of private sector in the vital sector of education.
On this occasion, Punjab Minister for Youth Affairs and Culture, Dr Tanvirul Islam stressed the need for improving the country’s educational system, while taking along the people having new ideas. “Pakistan has great talent in almost every field, however, we have to set our direction and destination in this regard,” he added.

 
Earlier, a presentation was given to participants on the Higher National Diploma (HND) offered by Edexcel, which signed an agreement with World Education Centre UK, in this regard.

 
The Higher Education Commission (HEC) has granted HND an equivalence to a two-year Bachelors degree and students are given admission in the 3rd year in universities around the globe to complete their graduation.
Later, both the ministers have given certificates to the participants of ‘21st Century Teachers Training’ organised by World Education Centre.

 
Former Punjab Minister Khush Akhtar Subhani was also present on this occasion.

Pakistani students will participate in International Science and Engineering Fair (ISEF) 2011 scheduled to be held in May in Los Angeles, United States. A science project supervised by Dr. Tajamul Hussain of the National Centre for Physics (NCP) will be showcased at the international fair in which 1500 teams from across the world would compete and present their projects.

Widely attended by students, the National Science Fair was held during the current month in Islamabad and had showcased more than 80 science projects.
Young scientists from different parts of the country qualified for a place in the national fair after going through rigorous competitions at district and provincial level.

Ambreen Bibi and Mehwish Ghafoor the students of F.G College for Women, G-10/4 Islamabad had designed the project “Degradation of Environmental pollutants with nanocomposites,” which was supervised by Dr. Tajamul Hussain.

This project is aimed at changing the contaminated nullah water into pure drinking water with the help of nanomaterials and sunlight. These nanomaterials were developed and synthesized by scientists of NCP.

The International Science and Engineering Fair (ISEF) sponsored by Intel since 1997, is the world’s largest pre-college science competition, showcasing the world’s most promising young scientists and inventors.

Intel Education in Pakistan has been holding district, provincial and a national science fair for promoting research based learning in Sciences and Mathematics.

Science Fairs in Pakistan are held in collaboration with the Ministry of Education.

NCP Director General Dr. Hamid Saleem has commended the efforts of Dr. Tajamul Hussain for the science project, which would be showcased at the fair.

Idealism need not fight capitalism because they can work in harmony, is the message of Khadija Bakhtiar, whose ‘Teach for Pakistan’ project aims to place 40 teachers in 20 under-resourced primary and secondary schools in Karachi this year and the next.

While studying public policy at the University of California, Berkeley, Bakhtiar was inspired by fellow students who had worked with Teach for America, a programme that tries to end educational inequity by sending top university graduates to teach in poor neighbourhoods for two years.

My colleagues said the project had changed their lives and [they] went on to become advocates for educational reform,” says Bakhtiar, explaining how it sparked her interest and search for other Pakistanis who were interested in starting a similar project in their country.

Indeed, Pakistan is the perfect place to start. Unesco’s senior national specialist for education, Arshad Saeed Khan, has said that the average Pakistani spends a mere 5.7 years in school.

Given the dire situation, Teach for Pakistan has mirrored the American model as it hopes to become a “nationwide movement” that can address the education crisis in the country.

“Teach for Pakistan” defies the concept of traditional charity because the programme pays a competitive salary and has a high, meaningful impact on the life of the teacher and student simultaneously. It plans to target public and private charity schools and hopes to expand to Lahore and rural Sindh in the following years.

The founder of Microsoft, Bill Gates, has announced US $17 million for Pakistan’s polio eradication programme; the amount is in addition to the existing commitments made with the country’s Expanded Programme on Immunisation.

Bill Gates announced the support during his meeting with a high-powered Pakistani health delegation Wednesday at Abu Dhabi, where Gates had especially flown in to discuss ways and means to rid Pakistan of polio, a cause his organization — Bill and Melinda Gates Foundation — is supporting across the world.

The Pakistani delegation was led by Special Assistant to Prime Minister on Social Sector Shahnaz Wazir Ali, and comprised Director General Health Dr. Assad Hafeez, Secretary Health Khyber Pakhtunkhwa Munir Azam, Pakistan’s Ambassador to UAE Jamil Ahmad Khan, National EPI Manager Dr. Altaf Bosan and Focal Person for the Polio Emergency Plan Dr. Rehan Hafiz.

Shahnaz Wazir Ali handed over to Bill Gates, a letter from President Zardari in the context of his recent meeting with him in the US and his support to Pakistan in the field of immunisation, including polio eradication. She briefed Gates on the newly-launched emergency action plan for polio eradication and current status of activities carried out by Pakistan to meet the challenges in this regard.

Gates had intense discussions on all aspects of the plan, covering managerial, technical, financial as well as research activities. He expressed support for the government of Pakistan towards its efforts for polio eradication in particular and enhancing routine immunization in general. Challenges confronting the polio effort in Pakistan were discussed in detail, with Gates pledging all-out support to deal with issues that have impeded progress in this area. Introduction of new vaccine under co-financing arrangement with GAVI was also discussed. Specific areas for research in polio and immunization were proposed to be carried out in the country.

Gates expressed his intention to visit Pakistan in the near future to see progress in the polio emergency action plan. The president and prime minister of Pakistan have already provided leadership towards this cause.

Internationally, the Gates Foundation supports work in more than 100 countries, including Pakistan. Immunization is one of the important areas of the foundation’s global focus and includes grants of US $1.5 billion to the GAVI Alliance to support new vaccine introduction and US $456 million for PATH Malaria Vaccine Initiative. The foundation is also one of the most generous supporters to the Global Polio Eradication Programme, with contributions over 10 years now in excess of US $800 million.

In Pakistan, the foundation has contributed $100 million to the national polio effort, supporting work by the World Health Organisation, Unicef and Rotary since 2008. This includes a $33 million contribution to a World Bank ‘buy down’ for vaccines that leveraged a $74 million contribution for the procurement of oral polio vaccine. The Foundation also recently provided grants of US $1.3 million as flood relief assistance for the flood affected in Khyber Pakhtunkhwa. A part of this grant was provided through the International Rescue Committee, while a separate grant was made directly to the government of Khyber Pakhtunkhwa.

Inauguration: PTA Complaint Management System
Pakistan Telecommunication Authority (PTA), in collaboration with Telecom Service Providers, has launched “Online Complaints Management System” to resolve the grievances of the cellular phone customers immediately.

Federal Minister for Information Technology, Sardar Aseff Ahmed Ali, inaugurated the "Online Complaints Management System" at PTA headquarters Yesterday (jan 28, 2011).

The new CMS system developed by (PTA) would enable telecom consumers to lodge their complaints regarding telecom services online and to have prompt response on them. This system is integrated with operators and the telecom Authority. Chairman PTA Dr. Mohammad Yaseen, Member Finance, Syed Nasrul Karim Ghaznavi, and Member Technical, Dr. Khawar Siddique Khokhar, were also present during the ceremony.

The Minister said that PTA is doing a good job by addressing the grievances and complaints of consumers of the telecom sector and it is ensuring the provision of quality services. The launch of 'Online Complaint Management System' would prove to be a significant step towards the achievement of these objectives, he added. The Minister said, "Government is there to provide policy guidelines and directions, it is the responsibility of the institution to deliver to the public in line with the policy guidelines". He also discussed with the Secretary IT and chairman PTA the plan and scope of starting training programs in IT sector for educated youth of the country to enable them to get jobs in local and international markets. On this occasion, Chairman PTA briefed the Minister on Pakistan telecom sector development. He said that PTA has successfully established a thriving telecom industry in Pakistan which is providing the state of the art telecom, broadband and ICT services. The Chairman said that PTA has encouraged development of local contents and created awareness on it. It has introduced Information Rabta Portal to facilitate internet users to get information on Pakistan. He said PTA organized Consumer Forums at different cities to seek views of consumers on telecom services. PTA also introduced new system to block unwanted calls/SMS.
