Higher Authorities of PTA Part of Breaching Its Own Transport Policy

The higher authorities of Pakistan Telecommunication Authority have become the part of breaching the PTA’s own transport policy. Numbers of vehicles are allocated to the non-entitled employees and several are being used fortuitously. The vehicles in fact are kept for the purpose of auction but have not been auctioned for last many months.

Through reliable resource from inside the PTA, we have learnt that at least three Suzuki Cultus cars are allocated to the employees of grade 15 and 17. Under the policy of Authority employees with grade 15 and 17 are not authorized to use these vehicles both for personal and official use.

The sources confirmed very furtively that Transport In-charge, Staff officer to Chairman of the Authority and even the Personal Assistant (PA) who is working in grade 15 is using the cars unlawfully. Similarly very warily the Deputy Director has also been allocated 1000cc car, which an officer of Director-level even can’t use under the policy.

As matter of fact, the officers of PTA had returned these vehicles to the Authority after introduction of “PTA Car Loan Scheme” but unfortunately instead to sell these cars through auction are being misused.

Under the PTA Transport Policy an officer of grade 19 and above is entitled to use official vehicle. The policy further explains that Chairman and Members of the Authority and its DGs shall be entitled for using 1300cc cars and for directors 1000cc cars/jeeps are allowed. For deputy directors the Chairman has to allocate vehicles up to 800cc.

In November 2009 a new policy named “PTA Car Loan Scheme” was announced by PTA for its officers of grade 19/20 and above. Under the policy the officers were given loans and as a result 15 official cars were taken back.

The source confirmed that high-ups are delaying the auction in order to use the vehicles for own vested interests.

A great uncertainty among the officers of PTA exists that is affecting the performance of a highly important department over the issue of car allotment. Only few much selected employees are facilitated illegally with cars while numbers of officers with higher grades are ignored.
